              History was made in New York State when the White Paper was publicly supported by the OMH Commissioner in August of 2004, who then charged the Office of Consumer Affairs with implementing the White Paper into all areas of service delivery, including policies, regulations and licensing.
         We at TheWhitePaper.Org would like to gauge the impact of the White Paper since then and are seeking feedback from both recipients and providers of mental health services.
         What improvements - if any - do you feel have taken place since the introduction of the White Paper in 2004? What baseline evidence can we point to showing more recovery-focused, person-centered services being delivered throughout OMH-licensed programs and mental health facilities in NYS?   ~
